Chicken on the Head

I really love looking at pictures.  I am always amazed the topics and how much art is involved.  My pictures on the other hand leave a lot to be desired.  But then there are some pictures that just make me scratch my head. 

I do appreciate other cultures and their ways and I am not so concerned that she has a chicken on her head.  But I have no idea how and why the chicken would stay on her head.  I found this picture on USA Today website.  This picture was taken during a ceremony for something, can't really remember because I kept trying to figure out why the silly chicken stays there.  If you have ever tried to catch a chicken you might understand my amazement.
